Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.ENGINEER TRAINEE (ENV) HELPS MQS:Either 1. a bachelor's degree or higher in engineering or engineering technology as listed below;Or 2. proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND one year of full-time engineering experience as listed below.Note: If you are only eligible to apply under Option 1, you may apply if you expect to meet the educational requirements within six months of the filing date of your examination application. You may be considered for employment, but cannot be appointed, until you submit proof to the hiring agency that you completed the educational requirements. Duties Description Duties Description:Under the general direction and supervision of the Section Leads, the Assistant Engineers will support the new mandates of the Climate Leadership and Community Protection Act (CLCPA) and the existing mandates of the Clean Air Act (CAA). These actions are anticipated to include the development of and implementation of programs under both the CLCPA and the CAA. Duties will include, but not be limited to the following: Evaluation of regulatory language, communication materials, development of policy and regulations. • Review regulatory language to ensure consistency with desired climate scoping plan outcomes.• Maintain a working knowledge of federal and State air regulations, policies, and guidance.• Develop technical presentations to communicate climate regulation goals and actions.• Evaluate and summarize data to be included in rulemaking and communication documentation.• Evaluate data reports to inform NY regulatory or policy development.• Develop policy and regulatory documentation, including enforceable and verifiable regulatory limits and control requirements to achieve and maintain compliance with air quality standards, guideline concentrations, and CLCPA initiatives.Evaluation of compliance, enforcement, permitting and emission data • Review data submitted to the Department by Title V facilities.• Enter data into DEC’s Air Facility System, maintain it, and ensure its accuracy.• Calculate specific emissions based on known emission factors and best data.• Utilize Air Facility System to review and issue permits, assess facility compliance status, and assemble and evaluate data.• Provide support and technical assistance to regional staff, including the development of policies and guidance to ensure proper implementation of statewide permitting, compliance, and enforcement efforts.• Review analyses of greenhouse gas emissions and facility impacts relevant to the goals and milestones of the CLCPA.Evaluation and consultation on technical data and documentation• Review of technical journal articles to extract pertinent data and analytical methods.• Consult with other staff teams to share technical data and information analysis.• Utilize Excel and other technical programs to present data in a meaningful way.Public/Agency interaction• Represent the Department on calls and in meetings with representatives of other New York State agencies and authorities, commissions, the USEPA, other states, and regional and/or national air quality associations.• Keep notes of meetings and transfer information to supervisor.• Respond to inquiries from facilities, consultants, the public, the USEPA, and other entities.Essential Functions: • Strong verbal and written communication skills and ability to present information and results.• Able to possess and broaden working knowledge of technology intensive, mandatory programs, including an understanding of technical documents and drawings.• Able to travel to meetings, sites, and outside conferences as required.• Capable of dealing effectively with the public, government, vendors, consultants, and other outside entities.• Able to understand and manipulate higher level computer software programs.
